Minnesota excessive force lawsuit settled
The city of St. Paul, Minnesota, has agreed to settle a lawsuit filed on behalf of a child who was knocked unconscious by a police officer during an altercation in 2002 - when the boy was 12 years old.
The St. Paul Pioneer Press says that officer Tou Mo Cha knocked the boy out and gave him a concussion when he came to the aid of his sister who had gotten into a fight with some other girls. The city has agreed to pay the boy 15 thousand dollars. In September the city agreed to pay 27 thousand dollars to another victim of the same officer. In that case he was accused of throwing an 11 year old boy against a wall and repeatedly punching him in the face. In both cases he was cleared of any wrongdoing by internal police investigations. Last year officer Cha admitted to lending his service firearm to a relative who used it in a drive by shooting. He is no longer a police officer.
